I used this jacket in the rain whilst doing some heavy labour recently, and ended up damp inside. I think this is more likely to be from sweat, due to lack of breathability in the jacket, than from issues with waterproofing.
That said, for such a bargain price I wasn't expecting top-notch performance. And, considering how heavy the rain was I was kept reasonably dry.

This jacket is amazing value, I needed a lightweight waterproof that could easily packaway. I was not disappointed it kept me totally dry in heavy rainfall. However, it is very thin and is unlikely to keep you warm.
